According to an article from Reuters, Kansas is the second US state which returns the federal grant which is intended to create a health insurance exchange. This is part of the healthcare overhaul by the Obama government. Kansas would give back the $ 31.5 million that they received from the US Department of Health and Human Services, according to the Republican Governor Sam Brownback. Kansas wants to become the early leader along with the other US states. These exchanges are meant to provide competition among insurance companies. The Kansas' return of the federal grant brings the total amount of returned federal grants to $90 million. Republican governors want to make a stop to the implementation of the healthcare law. This law is largely supported by Democratic lawmakers. There are many states which are falling behind their schedule and they are now facing the deadline of submitting their plans for their exchanges which is on January 1, 2013.
Oklahoma returned their early innovator grant of $54.6 million in April. This is the largest amount among the seven issued grants. Kansas followed after several arguments from the governor, legislature and the Insurance Commissioner Sandy Praeger.
According to Governor Brownback, each state must be prepared in facing fewer federal resources. In order to handle this reality, Kansas should free themselves from the strings attached to the early innovator grant.
